CJIS Security Policy defaults for law enforcement kiosk deployments.

Enables all encryption, signed audit, strict validation, PII rejection, and high-sensitivity anomaly detection per CJIS sections 5.4-5.10.

Note: CJIS 5.5.5 session lock/timeout must be enforced by the host application. The SDK provides healthCheck and heartbeat for session-aware monitoring but does not manage UI session state.
